Javier Carrasco is the project manager for the Justice Initiative, Alternatives to Pretrial Detention in Mexico Project. Javier is a graduate of DePaul University College of Law in Chicago, Illinois with a certificate of international and comparative law from the University’s International Human Rights Law Institute in 2003. Javier obtained, in 1997, his undergraduate degree in psychology and anthropology from Loyola University Chicago.
While at DePaul University, Javier participated in the several international projects, including: analysis of the immigration situation and the right of nationality of Haitians in the Dominican Republic; report on the situation of human rights in Mexico; human rights field work with Fray Pedro de la Nada Center of Human Rights on the militarization on Montes Azules in the municipality of Ocosingo, Chiapas, Mexico. Javier also participated in: a case study on El Salvador’s legal reform after its civil war; litigation clinics focusing procedures in the Inter-American System; research on the rights of minorities from Belize (Mayas and Garifonas); situation of the indigenous communities affected by the Guatemalan civil war; and immigrant rights in the United States. Javier has interned at the Inter-American Court of Human Rights in San Jose, Costa Rica.
