The Open Society Justice Initiative has been working on the development of a set of Draft Principles on National Security and the Right to Information, which propose guidelines for ensuring the fullest possible public access to information on national security issues.

As part of our efforts to gather support and engagement in this process, these written comments were presented in Paris on December 11, 2012, to members of the legal affairs committee of the Council of Europe by Sandra Coliver, who heads the Justice Initiative's work on freedom of information issues.
