In remarks delivered at the headquarters of the UN in New York, James A. Goldston, executive director of the Open Society Justice Initiative, outlined a range of steps needed to ensure fair treatment of the poor by national justice systems.

Goldston was addressing a panel discussion organized by the office of the UN Special Rapporteur on extreme poverty and human rights, Magdalena Sepúlveda Carmona, entitled "Punishing the Poor: Exploring Measures in Social Policy that Penalize, Segregate, Control or Undermine the Autonomy of People Living in Poverty."
