The Case of Khaled el-Masri v. FYRO Macedonia
This briefing presents an update on the implementation of the 2012 European Court of Human Rights ruling in the case of Khaled el-Masri, a Germany national who was seized and detained in 2004 i in what was then the Former Yugoslav Republic of Macedonia, and handed over to the CIA and rendered to Afghanistan.
It was presented by the Open Society Justice Initiative, which represented el-Masri before the court, to members of the Committee of Ministers of the Council of Europe, the body responsible for overseeing ECHR judgments, on November 22, 2019.
The briefing highlights Macedonia's failure to carry out an investigation of the circumstances surrounding el-Masri's seizure and abuse, and to identify and punish those responsible.
