This briefing paper provides an overview of the national legal framework on universal jurisdiction in England and Wales. Universal jurisdiction provides the authority to national courts to investigate and prosecute international crimes committed on foreign territory by foreign nationals.

This paper forms part of a series written by the Open Society Justice Initiative in partnership with TRIAL International, which seeks to contribute to a better understanding of domestic justice systems among legal practitioners to support the development of litigation strategies. The Center for Justice & Accountability and Civitas Maxima also contributed to this brief.
