Cases of mass violations pose significant challenges when it comes to reparation for victims. Judicial mechanisms face a variety of challenges, some of which an administrative reparation program could address.

This briefing paper provides an overview of the powers of various UN entities to establish administrative reparations programs for gross violations of international human rights law, serious violations of international humanitarian law and/or international crimes, and their past practice on this subject. It was prepared as a briefing paper for civil society discussions on reparation in the context of the armed conflict in Yemen.
